What Clean Elections means:
Portland’s Clean Elections program is a voluntary public campaign-financing system. Candidates must meet its requirements to receive city funding. Qualifying contributions from voters help candidates qualify; those contributions are not the campaign’s entire budget. Maine Citizens for Clean Elections

Where to review the public records:
Start with the City of Portland’s 2026 Filed Finance Reports directory and search for Lopez to look for documents associated with the campaign. Portland Maine
Check each document’s reporting period and any amendments. Campaign-finance reports disclose financial activity for particular periods; they are not a live view of a campaign’s bank account. A transaction after a report’s closing date may appear in a later filing.

Clean Elections Means No PAC Contributions
As a certified Portland Clean Elections candidate, Ilma López’s campaign does not accept contributions from PACs or traditional donors. Her campaign is funded through Portland’s Clean Elections system, and her campaign-finance filings are publicly available through the City of Portland. CivicPlus
Any outside PAC activity is separate from Ilma’s campaign and cannot be coordinated with her campaign.
